RAND Europe (RAND) is an independent not-for-profit research institute whose mission is to help improve policy and decision-making through research and analysis. We realise our mission by undertaking objective, balanced and relevant research and analysis, communicating our findings to a wide audience. Our work lies on the continuum between that of universities and consultancies, combining the academic rigour of universities and the professional, task-oriented approach of consultancies.
RAND is part of the US-based RAND Corporation. Since its inception in 1948, RAND has been privileged to work with 25 Nobel Prize recipients throughout the past 60 years.
RAND’s contribution to IMPACT Europe will be driven by its Defence, Security & Infrastructure (DSI) programme and its Home Affairs & Social Policy (HASP) programme. The DSI programme is structured to assist policy and decision makers in facing the composite challenges generated by today’s security environment. The programme has particular expertise in the areas of counter-terrorism, cyber-security, and procurement. The HASP programme has particular expertise in the areas of programme and project evaluation, value for money study, strategic review and impact assessment.
Main project tasks
RAND’s DSI team will coordinate the overall project, also engaging in the communication and dissemination of all IMPACT Europe findings. Furthermore, RAND will contribute to the research effort concerned with reviewing the state-of-the-art in understanding radicalisation factors, interventions, and evaluation methods, and to the formulation of conclusions and recommendations, developing scenarios to help make the toolkit robust in the future.
RAND’s HASP team will lead the development of the actual IMPACT Europe evaluation toolkit and also contribute to a range of other IMPACT Europe research efforts.
